Job description

We are looking for a Database Management Support on behalf of the European Space Agency (ESA) for their location in Noordwijk, The Netherlands, to join their IPCDB Service in the Human and Robotic Exploration Directorate. The selected candidate should show integrity and professionalism.

Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at interview stage).

The successful candidate will be tasked with, but not limited to:

Tasks and Responsibilities

  • Operation of IPCDB database, support to and Corporate applications and project administration support;
  • Validate in detail actual data available from the ESA corporate Financial System against the planning and forecast in IPCDB and Corporate applications in close cooperation with the project controllers. Solutions have to be generated to solve differences between planning and reality;
  • Maintain in IPCDB the internal cost, procurement and cash disbursement planning for the areas supported;
  • Maintain a computer based record of data modifications and reference files of all planned and actual data, organised by Projects and Programmes;
  • Interact with the project controllers for a well-coordinated and efficient Project control process (Procurement, Cost, and Expenditure);
  • Support of the following tasks: collecting, entering, processing, updating and reporting all financial, schedule, geo-return and manpower related data in the databases. The data has to be obtained from different sources, such as contractual data and planning information, also from industrial contracts and progress meetings, other reference documents, and actual data from various ESA corporate financial systems;
  • Support the following tasks: the utilisation of the D/TEC WLMS (Workload Management System) for TEC manpower support, ensuring consistency with project planning, IPCDB-WFM (Workforce Management) and ESA-P;
  • Support the Directorate in the utilisation of the corporate EROS (ESA Return Operating System) solution for Geo-return;
  • Initiate, check, and follow-up of procurement and accrual actions including resolution of any problems;
  • Reporting: Prepare routine and ad-hoc documentation in support to the project and programme controllers;
  • Support the project and programme controllers in preparation of Project Plan documents;
  • Support the with the IPCDB implementation and update of the project CACs (Cost at Completion).

Job requirements

  • Bachelor’s degree in Business Administration or similar with relevant experience in the field of project administration;
  • At least 2 years of relevant working experience;
  • Very good knowledge of IPCDB, ESA rules (cost control), Business Tools such as PowerBI; previous experience with ESA corporate financial systems and tools is an asset;
  • Highly proficient in MS office software;
  • Good organisation skills, good communication skills;
  • Ability to cope with pressure;
  • Ability to establish and maintain effective working relationships with the outside World;
  • High level of flexibility;
  • Fluent in English, both written and spoken;
  • Knowledge of other member state language is an asset.
