Job description

We are looking for a ​Configuration and Data Management and Planning Support​ to complete our consultants Workforce Management Service to support the European Space Agency (ESA) at their location in ​Noordwijk, Netherlands​.  

 

Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage). 

 

The successful candidate will be tasked with, but not limited to: 

  • Co-ordinate the overall Configuration and Data Management, Planning and Reviews support  

    ensuring common approaches are followed; common tools are used where possible; improvements are suggested, and the service operates as independently as possible under the work package service manager and guidance of the WPTR as required;

  • Support and interface to information and documentation management:

    • implement information and data management for the programme and/or project teams; 

    • determine, implement, and maintain the coherence of the overall project information,  

    • thus facilitating effective and efficient use of the information according to the programme, project phase, project organisation and management structure; 

    • implement the process for the timely and effective creation, collection, review, delivery, storage and archiving of project information; 

    • Maintain a well-structured configuration electronic record system providing information for the awareness and use of the information to programmes, projects and studies; 

    • Implement and monitor processes for the correctness, accessibility, rapid availability, reliability, and security of information to authorised internal and external persons in close co-ordination with project teams, the BUC Office, and Directorate Documentation Management Service; 

    • make a quarterly review of user access rights to the CSC documentation management system, reporting and escalating the status and issues to the ISO and Work Package TR and following up the agreed actions; 

    • co-ordinate with the ESA corporate IT regarding the timely set-up of the relevant information management tools (e.g. Polaris, SharePoint, MS Teams); 

    • coordinate closely with the directorate PSSOs (Project System Security Officer) & ISO on information security topics;  

    • coordinate closely and support the directorate PoC(s) for personal data protection; 

    • provide support to the preparation, conduct and follow-up actions resulting from management audits in close coordination with projects and studies; 

    • provide support project reporting and presentations as required; 

  • Support to configuration planning & management:

    • provide expert CADM support, inputs, evaluations, actions and recommendations to project teams during major procurement activities, (e.g. ITT, CCBs, negotiations); 

    • act as focal point and ensure effective configuration management interface with project management, engineering, product assurance and safety for inputs to projects including, request for changes, delivery of project documentation, engineering requirements management requirements, Product Tree, Logistics and Maintenance plans, RIDs; 

    • act as focal point, and ensure effective configuration management interface with project management, engineering, product assurance and safety for outputs by projects, including the control, review and analysis of configuration item lists, technical and design baseline (CIDL), as-built configuration (ABCL), contractual baseline content (CISL), disposition changes (CPs, RFDs, RFWs), Configuration Status Accounting (CSAR), validated baselines, CM proposed corrective actions, Configuration item/SW data lists; 

    • confirm to the Directorate PSSOs and ISO the reliability and security of project information and following up actions to achieve a project CM validated system support project management in the definition and implementation of change control processes including their internal and external interfaces; 

    • prepare CCB meetings (& ECB if required) meetings by soliciting the required inputs and follow up resulting actions and disposition of amendments to the contract; 

    • perform the function of secretary to CCBs (& ECB if required) for the disposition of Request for Waiver (RFWs), Request for Deviation (RFDs) and configuration change requests / proposals. Follow up disposition of CCB amendments to the contract; 

    • provide the registration and distribution to relevant reviewers of Change Requests, Contract Change Notices, Requests for Deviation/Waivers; 

    • provide support and assistance to the project controller or nominated project representative for management audit preparation, requests and actions; 

    • support the projects in establishing a clear list of the project baseline requirements and ensure they are entered and maintained in the selected tool; 

    • deliver expert technical configuration management support, verification, and analysis to ESA project engineering teams; 

    • provide expert configuration management support to inspections as required; 

    • support configuration and data management processes and tools at the interfaces with industry and international partners.

Job requirements

Please ensure that your CV clearly explains how you meet the mandatory requirements. If it doesn’t align completely with the essential criteria, it could result in rejection. 

  • A Bachelor’s Degree in a relevant field; 

  • At least 2 years of experience in a relevant field; 

  • A sound and proven experience in Project Control, Schedule Control or CADM processes and tools; 

  • A sound and proven experience in working in a Project Management Support Office service; 

  • A good knowledge of the D/CSC’s programmes; 

  • Knowledge with ITAR and EAR regulations; 

  • Ability to establish positive and constructive working relationships with team members and other colleagues within and outside of D/CSC, service orientation, and ability to interface with senior management;  

  • Familiarity with ESA Project Review related working procedures in CSC is an asset; 

  • High capacity to interact and communicate effectively with international teams from engineering, technical and business domains; 

  • High-level of organizational skills, with attention to detail, flexibility, and ability to identify priorities; 

  • Be able to maintain a good level of autonomy and organisational skills, and ability to work well under high workload and time pressure; 

  • A sound and proven experience in providing a customer-oriented service in a senior capacity; 

  • Demonstrated customer and service-oriented experience; 

  • Experience and good capabilities to manage a team; 

  • Experience of supporting a project-oriented environment is an asset; 

  • Candidates must be eligible to work in the EU;

  • Proficient in the English language both written and spoken.
