Job description

We are looking for multiple Configuration Management professionals​ to complete our consultants Workforce Management Service to provide Project Management support to the ​Directorate of Human and Robotic Exploration​ of the European Space Agency (ESA) at their location in ​Noordwijk, The Netherlands​. The service will be on-site, collocated with the project teams and providing remote support to EAC or ECSAT with travels/missions as required. This Project Management Support Service assists new studies and projects from the start of implementation to the end of in-flight commissioning and operations.​​ The selected candidates should show integrity and professionalism.


Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage).


The successful candidate will be tasked with, but not limited to:

  • Configuration Management and Planning Support
    • Co-ordinate the overall Configuration Management, Planning and Reviews support ensuring common approaches are followed; common tools are used where possible; improvements are suggested, and the service operates as independently as possible under the work package service manager and guidance of the Work Package Technical Responsible (WPTR) as required;
    • Support with information and documentation management;
    • Implement information and data management for the programme and/or project teams;
    • Determine, implement, and maintain the coherence of the overall project information, thus facilitating effective and efficient use of the information according to the programme, project phase, project organisation and management structure;
    • Implement the process for the timely and effective creation, collection, review, delivery, storage and archiving of project information;
    • Maintain a well-structured configuration electronic record system providing information for the awareness and use of the information to programmes, projects and studies in support of and close coordination with the Directorate Record Officer activities;
    • Implement and monitor processes for the correctness, accessibility, rapid availability, reliability, and security of information to authorised internal and external persons in close co-ordination with project teams, the Business Unit Control (BUC) Office, and Directorate Documentation Management Service;
    • Conduct a quarterly review of user access rights to the HRE documentation management system, reporting and escalating the status and issues to the ISO and Work Package TR and following up the agreed actions;
    • Co-ordinate with the ESA corporate IT regarding the timely set-up of the relevant information management tools (e.g. Polaris, SharePoint, MS Teams);
    • Provide close coordination with the directorate PSSOs (Project System Security Officer) & ISO regarding information security topics;
    • Provide close coordination and support to the directorate PoC(s) for personal data protection;
    • Provide close coordination and support to HRE legal officer for Export Control issues and recovery actions in close co-ordination with the ISO and project teams;
    • Provide support with the preparation, conduct and follow-up actions of management audits in close coordination with projects and studies;
    • Provide support project reporting and presentations as required.
  • Configuration Management Support for Reviews
    • Perform the logistic coordination support to reviews;
    • Support the definition and tailoring of review logistics process with the project controller and nominated project representative(s) ensuring harmonized Configuration and Data Management (CADM) process across the Directorate;
    • Perform the role of review co-ordinator, in close co-operation with the project controller, and providing proactive support and assistance to the project team, review bodies, reviewers and suppliers for review logistics;
    • Liaise with industrial and partners for the reception and control of industrial data packages;
    • Perform as the focal point and administrator interface for the electronic Review Item Discrepancy tracking system (eRID), including set up of the tool, management of the access rights and maintenance of the system parameter files, ensuring the review set up is consistent with the security classification or export control restrictions on review data pack documents;
    • Perform control and verification of data pack completeness, registrations, and ensure timely distribution to the project team and review organization;
    • Resolve issues relating to data pack deliveries and eRID access and when necessary, make the timely escalation to project control or the nominated ESA project team representative(s) performing the agreed mitigation approaches;
    • Attend meetings as required through the full review cycle;
    • Raise RIDs, support technical negotiations, RID disposition, action items follow-up in the CADM domain;
    • Produce summary review presentations for the CADM findings, status of related review objectives and points for management endorsement or decision;
    • Assess updated CADM related documents, provided by industrial stakeholders for RID and/or Action Items closure;
    • Monitor and report the review action item status in close co-ordination with the ESA project team;
    • Provide expert CADM support and guidance to the project team through the review close-out process, ensuring completeness and coherence of the project deliverable documentation baseline;
    • Prepare and issue a review close-out report for the CADM environment;
    • Capture of lessons learned from the review process for CADM, particularly relating to effective and efficient review logistic processes;
    • Liaise with documentation management service team.
  • CADM process, procedures, and training
    • Maintain, review and issue approved updates to the CADM processes;
    • Provide focal point for user assistance on CADM processes, templates, and tool sets;
    • Provide expert support and inputs for the design CADM processes;
    • Provide expert support and input for the definition CADM standard operating procedures;
    • Create, maintain, and issue approved updates to the CADM user guides and training materials;
    • Provide training to users/ stakeholders on CADM processes and tool sets;
    • Assist the ISO in developing and delivering training in the environment of documentation security, export control and personal data protection;
    • Proactively contribute to the Agency’s activities in capturing knowledge and elaborating best practices in CADM;
    • Support the HRE or project teams in Working Groups on the topics of CADM process, automation, and AI when required;
    • Support the HRE or project teams in Working Groups on the topics new CADM methodologies and techniques (e.g. MBSE) when required;
    • Assist the Work Package TR in new CADM tool requirement definition testing and implementation;
    • Increase efficiency of CADM processes (e.g. automation of data package exchanges), in close cooperation with documentation management service.

Job requirements

  • Master’s in engineering, Business Administration or another relevant discipline; 
  • At least 5 years of demonstrated experience in space systems developments;
  • Knowledge of STEM degree level subjects from recognised universities and business and/or project management qualifications or certifications (PMI, Prince, MBA);
  • Project Management experience in the space sector (space systems development and operations) and/or other high-tech domains;
  • Thorough knowledge and experience of ECSS Space Management;
  • Strong experience with schedule, risk and configuration management electronic tools;
  • Demonstrate expert level knowledge in operating software using Monte Carlo techniques for schedule risk adjustment (for instance Deltek Acumen©);
  • Acquire and maintain expert level knowledge of ESA Project Management tools, for instance the risk tool (ERIS), the ECLIPSE Software Suite including DCCM and eRID.
  • Ability to support migration of configured data from legacy tools to current CM tools (PRISMA to ECLIPSE)
  • Ability to support data exchange between ESA and industry tools (EMIS) or tools used in the frame of international cooperation (ENAP);
  • Ability to support configuration and data management processes and tools in the frame of cooperation with international partners (NASA, CSA, JAXA) is an asset;
  • High capacity to communicate effectively with international teams from engineering, technical and business domains;
  • High level of organizational skills, flexibility and ability to identify priorities;
  • Fluent in English, both written and spoken.
