Job description

We are looking for multiple ​Country Desk Administrators​ to complete our consultants Workforce Management Service to support the ​Capability and Country Support Division​ of the European Space Agency (ESA) at their location in ​Noordwijk, The Netherlands​.  

The Division is currently responsible for the implementation of the following schemes: 

 

Scheme  

Each country with an Associate Member (AM) scheme has a designated contact point in the Division, the Country Desk Officer (CDO), who liaises with National Delegates and carries out the implementation activities of the respective programmes. The CDO also acts as focal point for Industry and Academia of the country and facilitates their connection with ESA Programmes and LSIs. 

 

Overarching these schemes that run in parallel, the Division Management & Administration defines the common strategy, maintains reporting and control, organises resources and develops activities that serve as common tools for the achievement of the objectives of the schemes such as Training Courses, In-Country Events, Info Days, Conferences, Business Intelligence, Process Design, automation tools, project control etc. 

 

Please note, the successful candidates will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage). 

 

The successful candidates will be tasked with, but not limited to: 

  • Support the preparation and implementation of:  

  • Relevant procurement actions, including drafting related documentation and participating as external technical expert in Tender Evaluation Boards (TEBs); 

  • Division relevant meetings and events; 

  • Promotion, communication/outreach of activities, events, conferences, campaigns, etc, that are organised by the Division; 

 

Please note that any of the following subtasks shall be performed depending on the need at the time: 

Task 01 Support to TEB Preparation 

  • Assist the CDOs with preparation of the “programmatic setting meeting” inputs; 

  • Assist the CDOs with the preparation of the Briefing for the call; 

  • Assist the CDOs with the publicity of the Briefing, the organisation of the Briefing attendees and 1-2-1 meetings; 

  • Assist the CDO with the completion of follow-up actions from 1-2-1 meetings with industry; 

  • Assist the CDOs with the development of Statements of Work for small awareness raising activities, survey activities, socio-economic studies and top down activities as needed; 

  • Set up and maintain the relevant Sharepoint databases; 

  • Assist to the allocation of reviewers for proposals; 

  • Collect and assemble reviews for the TEB members ensuring sufficient reviewers; 

  • Assist in data analysis for costing assessments; 

  • Contribute to the production of the draft TEB report and capture of TEB comments; 

  • Maintain relevant databases and statistics for the results of each call; 

  • Provide expert reviews to proposals as required. 

Task 02 Support to Activity Implementation 

  • Assist with preparation of negotiation points from TEB reports; 

  • Brief Technical Officers in preparation for the negotiation meeting; 

  • Support the organisation of negotiation meetings; 

  • Assist with the organisation and execution of debriefs to the bidders; 

  • Monitor the status of on-going activities with Technical Officers or Alert CDOs of possible issues (e.g. Delays, technical issues, CCNs); 

  • Identify technical officers for the activities and draft implementation memo to relevant sections; 

  • Maintain the relevant databases and automation tools; 

  • Assist entities with Contract Closure documentation completion and questions; 

  • Ensure a summary and lessons learned for each closed activity; 

  • Organise and coordinate Final Presentations to maximise their benefit. 

Task 03 Support to Reporting and Documentation 

  • Assist with Quarterly Reports inputs; 

  • Assist in the preparation of Delegate Debrief presentations and MoM; 

  • Assist with IPC information papers for Associate Member Requesting Party Activity (AM RPA) and Plan for European Cooperating States (PECS); 

  • Assist with Annual reports to the Administrative and Financial Committee (AFC) and Industrial Policy Committee (IPC); 

  • Assist with production of official country report to AFC, International Relations Committee (IRC) and IPC; 

  • Assist with presentations to and organisation of the PECS Committee; 

  • Assist with the assembly of Annual Review presentations; 

  • Assist with the preparation of minutes of meetings where needed. 

Task 04 Support to Company Visits 

  • Plan company visits in coordination with the CDO and Industrial Coordinator; 

  • Assist to company visits alongside the CDO if required; 

  • Assist the CDO in the completion of follow-up actions from company visit meetings; 

  • Maintain the Country Visit database; 

  • Improve the Country visit database and execution of queries to be able supply information to the CDOs and answer the requests of ESA programmes. 

Task 05 Support to Country Analysis 

  • Assist with analysis of bidding, implementation, ESA-STAR registration, contract and commitment data to produce statistics for the Country Report, Annual Review and Briefings; 

  • Assist with Annex assembly of entity information for Country Reports; 

  • Assist to the summarising of Country Space Strategies; 

  • Assist the CDO with forecasting the industrial capacity of a country (in terms of potential to absorb new contracts) to support delegation decision making as required; 

  • Provide constructive feedback on the automation tools and templates used.

Job requirements

Please ensure that your CV clearly explains how you meet the mandatory requirements. If it doesn’t align completely with the essential criteria, it could result in rejection. 

  • Bachelor’s degree or equivalent qualification in Business Administration (or Communications as relevant);  

  • At least 4 years of experience in a relevant field;  

  • Experience in controlling and/or management of activities (in line with what mentioned above) and resources in aerospace industry; 

  • Advanced skills in data and statistical analysis tools and technology, reporting and dashboards design and programming for analysis; 

  • Highly proficient in the use of modern activities and resource management support tools/databases of standard office automation support software packages including advance usage of Excel (Ms-Office and in particular advanced use of Excel);  

  • Experience as a user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications (e.g. ESA-p) is an asset; 

  • Previous experience with ESA in relevant activities is an asset;  

  • Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT application;  

  • Good communication skills;   

  • Strong organizational and time management skills;   

  • Candidate must be eligible to live and work in the EU;  

  • Fluency in English, both written and spoken.
