We are looking for an EuroQCI Change Management Support Engineer to complete our consultants’ Workforce Management Service to support ESA’s Directorate of Connectivity and Secure Communications (CSC) at ESA’s premises, mainly ESTEC (Noordwijk, NL). This role supports EuroQCI change control by coordinating reviews, documentation, and communication across engineering and programme teams.

 

CSC supports innovation in satellite telecommunications and the development of advanced applications using space-based systems. Through research, development, and industrial partnerships, CSC contributes to strengthening the European and Canadian satellite communications sectors.

 

CSC also supports major public–private initiatives focused on the development of new satellite systems, validation of innovative services, and deployment of secure telecommunications capabilities. A growing portion of CSC activities involves third-party funded programmes, particularly within the Union Secure Connectivity Programme (IRIS²).

 

The CTAS will provide support to CSC with a multidisciplinary, onsite team of specialists who deliver technical, management, engineering, and security expertise across the IRIS² and EuroQCI programmes. The service supports CSC by reinforcing programme management, procurement, system design, verification, validation, security, and governance activities, enabling ESA to execute its entrusted responsibilities from the European Commission.

 

Through its work packages, CTAS personnel integrate directly into CSC project teams, ensuring day‑to‑day operational continuity, rigorous technical assessment, configuration and project control discipline, and support throughout all major ESA reviews and milestones. By deploying experts across spacecraft systems, ground segment development, telecommunications, quantum communications, security accreditation, and project governance, the service ensures CSC can efficiently manage complex, multi‑partner programmes and maintain compliance with ESA, EC, and security requirements, ultimately strengthening Europe’s secure connectivity and communications capabilities.

  

Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage). Candidates must have or be eligible to obtain Personal Security Clearance (PSC) up to ESA SECRET / EU SECRET. 

 

The successful candidate will be tasked with, but not limited to: 

  • Support the EuroQCI Engineering Board and Programme Configuration Control Board (PCCB) through meeting preparation, agenda setting, document distribution, and coordination of logistics;

  • Collect, consolidate, organise, and manage documentation from technical and programme stakeholders;

  • Draft, issue, and archive Minutes of Meeting (MoM), ensuring accurate tracking of actions, decisions, and change requests;

  • Perform comprehensive change impact analyses, covering schedule, cost, and resource implications (programmatic) as well as requirements, architecture, design, and V&V impacts (technical);

  • Prepare structured Technical Notes and Change Assessment Reports summarising change descriptions, assumptions, analysis results, and recommendations;

  • Maintain and manage documentation workflows and configuration control using tools such as SharePoint, Confluence, Jira, or ESA systems;

  • Ensure full traceability of changes, decisions, requirements, and associated actions;

  • Coordinate with engineering, programme management, and governance teams to support reviews, decision-making processes, and stakeholder alignment;

  • Assist in the preparation of materials and information required for boards, working groups, and governance bodies;

  • Provide overall organisational, analytical, and documentation support to ensure efficient and controlled implementation of programme changes.

Job requirements

Please ensure that your CV clearly explains how you meet the mandatory requirements. If it doesn’t align completely with the essential criteria, it could result in rejection.

  • Master’s Degree in Engineering, Telecommunications, Aerospace, Physics, Project Management, or related field;

  • At least 4 years of work experience in change management, configuration control, or programme/project coordination within large technical programmes;

  • Experience preparing technical documentation, minutes of meeting, agendas, and managing document workflows;

  • Experience supporting boards, committees, working groups, or governance structures;

  • Experience tracking actions, decisions, and change requests;

  • Experience performing impact assessments: cost, schedule, resource, and technical implications;

  • Experience in sectors such as aerospace, telecommunications, secure communications, quantum technologies, defence, or EU‑funded programmes is a strong asset;

  • Experience with quantum communications, cybersecurity, or secure‑connectivity programmes and technologies is a strong asset;

  • Experience with ESA, EU Agencies (e.g., EUSPA), or similar institutional environments is an asset;

  • Ability to analyse proposed changes and evaluate technical impacts (requirements, architecture, V&V implications);

  • Ability to prepare structured Technical Notes and Change Assessment Reports;

  • Strong skills in configuration/document management tools (e.g., SharePoint, ESA systems, Confluence, Jira, or equivalents);

  • Excellent command of Microsoft Office (Word, Excel, PowerPoint);

  • Strong organisational skills and ability to coordinate multiple stakeholders.

  • Strong analytical, problem‑solving mindset and high attention to detail;

  • Excellent written and verbal communication skills;

  • Understanding of systems engineering, technical requirements, and design/change processes;

  • Familiarity with ESA project phases, ECSS standards, or equivalent engineering standards is a strong asset;

  • Familiarity with EU institutions, regulations, or governance frameworks is a strong asset;

  • Familiarity with the EuroQCI programme is an asset;

  • Ability to travel occasionally due to business needs, mainly in Brussels, Belgium;

  • Candidates must be eligible to live and work in the EU; 

  • Candidates must have or be eligible to obtain Personal Security Clearance (PSC) up to ESA SECRET / EU SECRET;

  • Fluency in English, both written and spoken.
