We are looking for an IRIS2 Project Control & Programme Support Engineer to complete our consultants’ Workforce Management Service to support ESA’s Directorate of Connectivity and Secure Communications (CSC) at ESA’s premises, mainly ESTEC (Noordwijk, NL).  The candidate will ensure traceability and control of programme documentation and configuration items, acting as the key link between teams and stakeholders. The role manages configuration and data processes, maintains baselines, oversees change control, and supports governance boards, audits, and continuous improvement. 

 

CSC supports innovation in satellite telecommunications and the development of advanced applications using space-based systems. Through research, development, and industrial partnerships, CSC contributes to strengthening the European and Canadian satellite communications sectors.  

 

CSC also supports major public–private initiatives focused on the development of new satellite systems, validation of innovative services, and deployment of secure telecommunications capabilities. A growing portion of CSC activities involves third-party funded programmes, particularly within the Union Secure Connectivity Programme (IRIS²).  

 

The CTAS will provide support to CSC with a multidisciplinary, onsite team of specialists who deliver technical, management, engineering, and security expertise across the IRIS² and EuroQCI programmes. The service supports CSC by reinforcing programme management, procurement, system design, verification, validation, security, and governance activities, enabling ESA to execute its entrusted responsibilities from the European Commission.  

 

Through its work packages, CTAS personnel integrate directly into CSC project teams, ensuring daytoday operational continuity, rigorous technical assessment, configuration and project control discipline, and support throughout all major ESA reviews and milestones. By deploying experts across spacecraft systems, ground segment development, telecommunications, quantum communications, security accreditation, and project governance, the service ensures CSC can efficiently manage complex, multipartner programmes and maintain compliance with ESA, EC, and security requirements, ultimately strengthening Europe’s secure connectivity and communications capabilities.  

   

Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage). Candidates must have or be eligible to obtain Personal Security Clearance (PSC) up to ESA SECRET / EU SECRET.  

The successful candidate will be tasked with, but not limited to:  

  • Serve as the operational liaison between the service team, project control, external partners, and industrial stakeholders for all configuration and data management matters; 

  • Ensure CTAS documentation remains fully aligned with the overall programme configuration; 

  • Perform endtoend configuration and data management activities, ensuring proper traceability, version control, and compliance; 

  • Coordinate and manage change control processes, including CPs, CRs, RFDs, RFWs, and associated documentation; 

  • Develop, implement, and maintain CADM plans, configuration management procedures, and supporting guidelines; 

  • Define, maintain, and monitor baseline configurations, including Product Trees, CIDL, and CSAR documentation; 

  • Manage data repositories, access control, and configuration settings in collaboration with the security officer; 

  • Support and track Data Pack preparation and delivery; 

  • Organise and support Configuration Control Board (CCB) meetings, including agendas, documentation coordination, minutes, and action followup; 

  • Maintain accurate inventories of configuration items across the project lifecycle; 

  • Provide input to process optimisation initiatives to improve efficiency and quality; 

  • Support inspections and audits through proper documentation and configuration compliance.

Job requirements

Please ensure that your CV clearly explains how you meet the mandatory requirements. If it doesn’t align completely with the essential criteria, it could result in rejection. 

  • Bachelor’s Degree in Engineering, Project Management, Information Management, or a related field (or equivalent experience).  

  • At least 4 years of relevant experience; 

  • Experience in aerospace, space, defence, engineering services, or other highly regulated environments is an asset; 

  • Experience in Configuration Management (CM) or Data Management within technical, engineering, or aerospace programmes; 

  • Experience preparing and maintaining CADM plans and CM procedures; 

  • Experience with configuration and document management tools (e.g., PLM, PDM, ECLIPSE, eCM, or equivalent); 

  • Ability to interpret technical documentation and system configurations; 

  • Ability to handle multiple tasks simultaneously and work independently; 

  • Strong understanding of configuration standards, baselines, change control processes, and documentation structures (e.g., Product Trees, CIDL, CSAR); 

  • Knowledge of data repository administration and access control principles; 

  • Knowledge of EC project frameworks or industrial consortium environments is an asset; 

  • Knowledge of ESA or EU project processes is an asset; 

  • Familiarity with CCB organisation and governance processes; 

  • Familiarity with the IRIS2 programme is an asset; 

  • Highly organised and detailoriented; 

  • Strong communication and coordination abilities; 

  • Proactive in followup and ensuring deadlines are met.  

  • Comfortable working in an international environment;  

  • Candidates must be eligible to live and work in the EU;   

  • Candidates must have or be eligible to obtain Personal Security Clearance (PSC) up to ESA SECRET / EU SECRET;  

  • Fluency in English, both written and spoken.
