We are looking for a PA & Safety Support Engineer to complete our consultants Workforce Management Service to support the Product Assurance & Safety (PA&S) function of the European Space Agency (ESA) at their location in Noordwijk, the Netherlands. This service is based at ESTEC, within the TEC-QP (Quality and PA Management Division).
The service is intended to provide comprehensive support to ESA PA&S Managers and Engineers for designated projects or programmes, or, when applicable, directly the Head of the relevant PA&S Office. This includes defining, conducting, monitoring, and assessing the implementation of the PA & Safety Programmes for flight, ground, and launch space systems across all mission phases.
Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at the interview stage).
The successful candidate will be tasked with, but not limited to:
Support the establishment of the PA&S requirements baseline for all elements of the projects or programmes, in compliance with the ESA general Product Assurance and Safety policy; produce PA&S documentation with defined inputs, outputs, responsibilities, interfaces, and relevant associated efforts in compliance with applicable requirements and procedures;
Support the monitoring of project PA&S status, and the identification of relevant issues, including NCR, anomalies, failure and associated failure analysis, deviations, waivers, general Problems or Critical Items, and systematically track them, including Action Items (AIs), with generation of ad-hoc reporting;
Support the Boards established within the projects or programmes for the disposition of Non-conformances or Failure Reviews, M&P, EEE, Test Reviews, etc;
Provide support to the monitoring of the manufacturing, integration, and test activities by helping with quality assurance, process and system audits, mandatory and key inspection points, test witnessing and configuration inspections. This includes Participation to inspection activities (MIPs, KIPs), reporting and provide recommendations to ESA project;
Support the preparation of the formal acceptance requirements in terms of steps, inputs, outputs, participants, responsibilities, interfaces, and, together with the ESA PA Manager or Engineer, coordinate efforts of participants to produce consolidated inputs to project or programme documents;
Support the Project Manager or/and the project PA Manager with the organisation and coordination from all PA&S disciplines experts (e.g. RAMS, SW PA, M&P, EEE, Cleanliness & Contamination, etc);
Support the Project Manager or/and the project PA Manager; contribute to the assessment and monitoring of NCRs, Waivers, Deviations, Problems or Critical Items;
Support the preparation of NRB or CCB meeting agendas as required, checking that all inputs are available and checking that all needed participants are involved. Contribute to the production of NRB or CCB minutes of meeting as required, help in following-up on actions identified and support proper non-conformance, waiver, problem and critical item close-out;
Contribute to project meetings, and reviews, including safety reviews and support them within the assigned role (e.g. secretary, reviewer, participant). Produce draft minutes and reports of the reviews or meetings if required;
Report on the performed activities via the service manager, and in general on the PA&S status of the projects or programmes, in accordance to the frequency, content and format indicated by ESA;
