Procurement Officer

We are looking for a Procurement Officer for our location in Noordwijk, the Netherlands.

Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at interview stage).

The successful candidate will be tasked with, but not limited to:

·       Define, develop, and implement a comprehensive procurement strategy aligned with both project-specific and overarching corporate objectives;

·       Lead and execute the end-to-end sourcing of goods and services, ensuring timely delivery, optimal cost-effectiveness, and adherence to quality standards;

·       Establish, cultivate, and maintain robust, long-term relationships with a diverse network of suppliers and subcontractors;

·       Lead contract negotiations, meticulously reviewing terms and conditions to secure optimal performance, value, and mitigate risks;

·       Conduct thorough supplier performance evaluations and drive continuous improvement initiatives within the supply chain;

·       Process Development & Improvement:

·       Champion best practices in procurement to enhance efficiency, transparency, and compliance;

·       Collaborate closely with internal stakeholders, including Project Managers, Engineering Leads, Finance, and Business Development teams, to understand their requirements and align procurement strategies with technical and programmatic needs;

·       Develop and track key procurement performance indicators (KPIs);

·       Prepare comprehensive reports and briefings for internal management and external stakeholders, offering insights and recommendations;

·       Draft, review, and manage procurement agreements and contractual documentation with meticulous attention to detail, identifying and addressing potential risks, liabilities, and regulatory compliance issues;

·       Liaise effectively with legal advisors as needed to ensure all contractual arrangements are sound and legally compliant;

·       Ensure strict adherence to all relevant procurement regulations and internal policies.

Essential:

·       Bachelor's degree in Business Administration, Supply Chain Management, Engineering, or a related field;

·       At least 4 years of relevant work experience;

·    Proven experience as a Procurement Officer or similar role, with a strong track record of developing and implementing successful procurement strategies;

·       Demonstrated expertise in supplier relationship management, contract negotiation, and supply chain optimization;

·       Experience in establishing and improving procurement processes and workflows;

·       Strong understanding of contractual terms, legal considerations in procurement, and risk management;

·       Excellent communication, interpersonal, and negotiation skills, with the ability to build and maintain effective relationships with diverse stakeholders;

·       Proficiency in procurement software and Enterprise Resource Planning (ERP) systems;

·       Highly organized, detail-oriented, and capable of managing multiple priorities in a dynamic environment; 

·       Fluency in English, both written and spoken;

·       Ability to work and live in the EU.

Advantageous:

·       Prior experience in procurement specifically within the space industry (commercial or institutional sectors) is considered a strong asset;

·       Familiarity with ESA's tendering procedures (e.g., ESA-STAR/EMITS) and "Best Practices for the Selection of Subcontractors."
