Job description

We are looking for a Project Control Support on behalf of the European Space Agency (ESA) for their location in Noordwijk, The Netherlands, to join their Science Directorate. The selected candidate should show integrity and professionalism. Please note that this role is intended to be 32 hours per week. 


Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at interview stage).


The successful candidate will be tasked with, but not limited to:

  • Maintain the long-term resource planning of all project/activity elements in terms of cost, workforce planning and procurement actions. Proactively analyse planning credibility and work with management for improved planning quality;
  • Elaborate and follow up the in year cost and cash plan, supporting the ESA managers both to plan as accurately as possible and to execute the plan within the +/-5% target. Analyse deviations and proactively propose corrective actions;
  • Maintain the procurement planning and status including its potential geo-return in the relevant ESA tools. Enrich EROS monthly with relevant geo return distribution for all new commitments;
  • Support the timely execution of procurement plans through coordination and support of preparatory calls, guidance to Technical Officers and interfacing with the Contracts Officer;
  • Implement the financial commitment of contracts and Purchase Orders in ESA-P;
  • Verify financial and contractual compliance and completeness of ESA-P procurement documents: RFx, Shopping Carts, POs and Confirmations;
  • Implement the in year closure and year end closure final financial consolidation data process in ESA-P and other agency tools;
  • Review and update on a regular basis the ESA estimated dates of the contracts (at milestone level) in the financial system ESA-P;
  • Review the project/activity/office and/or division risks in line with the agency and directorate processes;
  • Support the inventory and fixed asset management processes in line with the agency and directorate processes;
  • Enter and maintain data related to all the above bullets in ESA-P and in the Agency’s proprietary planning tools;
  • Review and assess the credibility of industrial proposals and bids for projects with respect to credibility of costing of the received proposal;
  • Provide monthly analysis of cost, cash and commitment deviations as input to the directorate monthly reporting;
  • Build and/or maintain necessary operational level dashboards to allow monitoring of cost, cash, commitments, procurement, risk, schedule, and workforce;
  • Maintain and analyse reporting on evolution of long term budgets: CaC evolution with respect to adoption or equivalent reference value;
  • Provide support to the Project Manager and Project Team relating to the management of the ESA Petty Cash fund and use of ESA Credit Card/s issued for the Launch Campaign. This includes the distribution and tracking of funds for local activities and purchases required by the Project or individual team members during the Launch Campaign, and the tracking of such expenditures;
  • Act as the lead Point of Contact with the management of the local Hotels where the Project Team are staying during the Launch Campaign . Provide assistance with difficulties team members or the Project Secretary (responsible for bookings etc) may experience with the Hotels;
  • Set up Contracts or Purchase Orders with the Hotels prior to the start of the Launch Campaign and manage these contracts and settlements during and after the Launch Campaign;
  • Set up other support contracts, purchase orders or local arrangements to support the Teams stay with the objective of minimising Launch Campain mission costs. For example, placing a purchase order with a local launderette;
  • Set up support contracts, purchase orders for the procurement of commercial items or any type of items required for the launch campaign and launch communications.

Job requirements

  • Masters degree or equivalent in a relevant discipline;
  • At least 4 years of relevant experience;
  • Extensive experience using Office365 and Power BI;
  • Rigor, commitment and reliability in the execution of the assigned tasks and capacity to identify priority actions;
  • Candidates must be eligible to work in the EU;
  • Fluent in English, both written and spoken.
