Job description

We are looking for a ​Telecom System Security Engineer​ on behalf of the European Space Agency (ESA) for their location in ​Noordwijk, Netherlands​.  

 

Please note, the successful candidate will be employed by ATG Europe (or one of its subsidiaries). Furthermore, upon selection, they will be subject to a general security screening performed by an external provider (further information will be provided at interview stage). 

 

The successful candidate will be tasked with, but not limited to: 

 

Tasks and Responsibilities 

  • Support on mission analysis and TT&C related issues; 

  • Participation in the Concurrent Design Facility work; 

  • Studies and analysis of techniques and technologies for telecommunications systems; 

  • Technical support for the development of TT&C equipment and subsystems; 

  • Simulation and testing in laboratory of TT&C systems and equipment; 

  • Generation of technical requirements and statements of work for TT&C related activities; 

  • Technical support for standardization activity in the frame of European ECSS and CCSDS; 

  • Support to ESA projects from early conceptual phase to launch preparation;

  • Support the Security Officer in the Secure Laboratory of the System Security Section, as a focal point;  

  • Enable and ensure the applicability of the security operation procedures (SECOPS) of the Secure Laboratory; 

  • Ensure the correct operations of the laboratory in line with applicable security requirements and operational security constraints, for asset classification/control and physical, personnel and document security; 

  • Coordinate routine operational and maintenance activities, such as maintenance of required databases (e.g. requests for visit, equipment clearance debriefing, etc.) and action items, reporting on activities, supporting lab personnel, disseminating information and organizing dedicated training or briefings as required, etc; 

  • Interface with the TEC Security Officer, ESA Security Office (ESO) and ESA Projects Security Officers; 

  • Interface with the users to capture their requests and enable their implementation; 

  • Ensure daily coverage of nominal and emergency operations in coordination with other security officers or laboratory managers/coordinators; 

  • Coordinate with laboratory managers/coordinators within the TEC directorate; 

  • Act as a Project / System Security Officer (PSSO) or alternate Security Officer (SO); 

  • Debrief the Security Officer and the Heads of Section on daily operations of the Laboratories; 

  • Propose developments needed to enhance the security of space systems and assist ESA Technical Officers on Research and Development activities; 

  • Duties may also include supporting other activities within the field of required competences.

Job requirements

Please ensure that your CV clearly explains how you meet the essential requirements. If it doesn’t align completely with the essential criteria, it could result in rejection. 

  • A Master or PhD degree or equivalent in Engineering (preferably in computer science / cyber security, or telecom, or aerospace o navigation); 

  • At least 4 years of experience in Telecommunication Engineering with particular emphasis on digital  communication systems and sub-system techniques, high-speed processing techniques for communication via satellites; 

  • Experience in coordinating and executing security processes; 

  • Experience in coordinating technical laboratories and their activities; 

  • Experience in dealing with sensitive information and material involving National state interest, or EU interests; 

  • Very good knowledge in security best practices; 

  • Knowledge on Information Security Management Systems; 

  • Knowledge of RF systems for Communications or Navigation, including but not limited to antenna, amplifiers, SDR, modems, GNSS receivers,etc; 

  • Experience in IT systems and security matters, proved through external certifications (such as CISSP, CCNA, COMPTIA+, etc..); 

  • Candidates must be eligible to work and live in the EU; 

  • Fluency in English both written and spoken.
